The New Mexico Short-Term Rental Association (NMSTRA) is a 501(c)(6) nonprofit organization. NMSTRA does not endorse or oppose any candidate for public office. Candidate grades are based on NMSTRA’s issue-specific questionnaire and scoring rubric related to short-term rental policy, property rights, tax treatment, housing policy, tourism, and small-business concerns. A grade reflects alignment with NMSTRA’s stated rubric only; it is not a recommendation to vote for or against any candidate.
How Grading Was Conducted
Each candidate listed in the attached legislative workbook was reviewed using the All Legislator Candidates sheet. Questionnaire grades use the weighted score. Candidates who did not respond to the survey are listed as No grade.
The legislative questionnaire and scoring rubric covered eight issue areas:
- Q1 (25%) — Property tax classification for short-term rentals
- Q2 (25%) — Right to rent and state-level protections against local bans or caps
- Q3 (15%) — Statewide framework and local flexibility
- Q4 (10%) — Local restrictions such as permit caps, zoning bans, and enforcement tools
- Q5 (7.5%) — STR impact on housing affordability and availability
- Q6 (7.5%) — Housing balance policy, including supply, incentives, and enforcement
- Q7 (5%) — STR tax policy and current residential/lodging-tax treatment
- Q8 (5%) — Written legislative approach to STR policy, property rights, housing, taxes, tourism, and small-business impacts
NMSTRA used AI assistance to score and summarize candidate responses against the stated rubric. Structured answers were scored using fixed rules, while written responses were summarized against the same rubric. In preparing this public-facing post, candidate names, races, statuses, scores, and summaries were checked against the source workbook. The full workbook is linked at the bottom of this post so voters can review the underlying responses and grading details directly.
We appreciate every candidate who responded to the survey and thank them for taking the time to share their views with the short-term rental community.
